Zameldowanie in Poland – Address Registration Explained

You've signed the lease, carried in the suitcases, and you think the paperwork is done. Not quite. There's still zameldowanie – registering your address with the municipal office. The good news: it's one of the simplest and fastest procedures in Poland. The bad news: landlords often turn it into a problem that doesn't exist.

What is zameldowanie?

Zameldowanie is a notification to the municipal office that you live at a specific address. It's an entry in the residents' register – nothing more. It grants no rights to the property and doesn't change the terms of your lease.

Worth repeating, because this is where most disputes with landlords start: registration doesn't give a tenant ownership, a right to extend the lease, or protection from termination. It's purely address information for the administration.

Most foreigners register for temporary stay – and that's entirely sufficient.

Who must register, and by when?

The obligation applies to anyone staying in Poland for more than 30 days. Deadline: no later than the 30th day after moving into the address.

Non-EU nationals holding a residence card register for a period no longer than the validity of their residence document. EU citizens register on the same terms as Polish nationals.

Why it's worth doing even when nobody checks

  • Tax office – your registered address determines which office handles your returns
  • Schools and kindergartens – admissions are based on address
  • Official correspondence – decisions and summonses go to the registered address

Registration is free. The 17 PLN stamp duty applies only if you want a written certificate of registration.

Where and how to register

Where: the municipal office for the address where you live. In Kraków – City of Kraków Office, Administrative Affairs Department.

Online: if you have a Trusted Profile, you can register through gov.pl without leaving home. The catch: a Trusted Profile usually requires a PESEL number, so for your first registration you'll typically still visit the office.

How long: usually immediately, at the counter. It's one of the few Polish procedures that finishes the same day.

Your landlord won't register you. Now what?

This is the most common problem we see. Landlords worry that registration gives the tenant rights to the flat. It doesn't.

What you can do:

  • Explain the basics. Registration is an administrative entry, not a property right. De-registering after the lease ends is quick and simple
  • Point to the lease. The rental agreement itself is your legal title to the premises – the office needs the owner's confirmation, but the lease is the starting document
  • Put it in the contract up front. A clause consenting to registration in a new lease saves the argument later
  • Consider a virtual office for business purposes only. Note: a virtual address serves business activity and does not replace personal address registration

De-registering when you move

When you move house, you don't need to de-register separately. Registering at a new address automatically cancels the previous one. Separate de-registration is only needed if you're leaving Poland for more than 6 months.

Common mistakes

  • Missing the 30-day deadline. The clock starts on the day you move in, not the day you sign the lease
  • No owner present or no signature. The office won't register you on a lease alone without the owner's confirmation
  • Registering for longer than your residence card is valid. The office won't accept it
  • Confusing registration with a correspondence address. These are two different fields on Polish forms

Frequently asked questions

Does registration give a tenant rights to the property? No. It's purely an entry in the residents' register. It doesn't affect ownership, tenancy, or the ability to terminate a lease.

Can I be registered at two addresses? You can hold one permanent and one temporary registration at the same time. You can't have two of the same type.

What if I live in a hotel or student dorm? The facility's administration usually handles the registration obligation. Worth confirming at reception or with the dorm office.

Is registration required for a residence card application? It isn't a formal condition, but the voivodeship office asks for your address and proof of accommodation. Registration is the cleanest evidence.

How much does registration cost? Registration itself – nothing. A written certificate of registration – 17 PLN stamp duty.
