You try to book a doctor's appointment and hear: "we need your PESEL number." You want to open a bank account – same thing. File a tax return, enrol your child in school, sign something electronically? PESEL. In Poland it's eleven digits, and without them a lot of things simply don't move.
What is a PESEL number?
PESEL is an eleven-digit identification number issued by Polish authorities. It encodes your date of birth and gender. It's assigned to you permanently – it doesn't change when you move, switch employers, or change residence status.
It's not the same as a NIP (tax number for businesses) or your residence card number. PESEL identifies you as an individual in every public register in Poland.
What do you need a PESEL number for?
- Healthcare – NFZ registration, doctor visits, e-prescriptions
- Taxes – filing your PIT return, dealing with the tax office
- Banking – most banks require a PESEL to open an account
- ZUS – social insurance, sick leave, benefits
- Trusted Profile and mObywatel – access to online government services
- Schools and kindergartens – enrolling a child
- Contracts – rental, leasing, credit, telecoms
Short version: you can live in Poland without a PESEL, but every piece of paperwork takes twice as long.
Two routes to getting a PESEL
Route 1 – automatically through address registration. If you register your address in Poland (zameldowanie), a PESEL is assigned automatically. This is the simplest path and the one we usually recommend. Details in our article on address registration.
Route 2 – a separate PESEL application. If you can't register your address (your landlord won't cooperate, or you're staying temporarily), you file a standalone application. You'll then need to state a legal basis – a specific provision that requires you to hold a PESEL.

The application is free. There's no government fee for being assigned a PESEL number.
Where and how to apply
Where: the municipal office (urząd gminy or urząd miasta) for your place of residence. In Kraków, PESEL and registration matters are handled by the City of Kraków Administrative Affairs Department.
How: in person at the office, or online via gov.pl if you already have a Trusted Profile. Most foreigners apply in person, because setting up a Trusted Profile usually requires… a PESEL number.
How long: in practice, same day up to 30 days. When it comes through address registration, the PESEL is often issued immediately. For a standalone application, the office has a statutory month.
Special case: Ukrainian citizens
Ukrainian citizens covered by the special assistance act receive a PESEL with UKR status under a simplified procedure – no legal basis needed, with fingerprints and a photo taken on the spot. The application can be filed at any municipal office.
Common problems
- No legal basis stated. The most common reason for refusal. "I need it for my bank" isn't a legal basis – you need a provision or document that actually requires a PESEL
- Foreign-language documents without a sworn translation. A birth certificate in English isn't enough
- Spelling mismatches in your name. If your passport and your employment contract use different transliterations, the office will flag it
- Applying at the wrong office. Your address of residence decides, not your place of work
Frequently asked questions
Can I get a PESEL without registering my address? Yes, but you'll need to state a legal basis requiring the number. Address registration is the easier route if it's available to you.
Does my PESEL expire with my residence card? No. A PESEL is issued once and stays assigned to you, even if you leave Poland.
Do I need a PESEL to run a business? For registering a sole proprietorship, yes – the CEIDG entry requires a PESEL. For a limited company it isn't strictly mandatory, but it makes everything far easier.
Is PESEL the same as a NIP number? No. PESEL identifies an individual; NIP is for tax purposes and is required for business activity.
How much does a PESEL cost? Nothing. The procedure is free. The only costs that may come up are sworn translations of your documents.
