Dobra wiadomość: to jedna z najprostszych i najszybszych procedur w Polsce. Zła: właściciele mieszkań często robią z tego problem, którego nie ma.
Czym jest zameldowanie?
Zameldowanie to zgłoszenie w urzędzie, że mieszkasz pod konkretnym adresem. To wpis do rejestru mieszkańców – nic więcej. Nie daje żadnych praw do mieszkania i nie zmienia warunków umowy najmu.
Warto to powtórzyć, bo tu rodzi się większość nieporozumień z właścicielami: zameldowanie nie oznacza, że lokator zyskuje prawo własności, prawo do przedłużenia najmu ani ochronę przed wypowiedzeniem. To wyłącznie informacja adresowa dla administracji.

Kto musi się zameldować i w jakim terminie?
Obowiązek meldunkowy dotyczy każdego, kto przebywa w Polsce dłużej niż 30 dni. Termin: najpóźniej w 30. dniu od przybycia pod dany adres.
Cudzoziemcy z krajów spoza UE, którzy mają kartę pobytu, meldują się na okres nie dłuższy niż ważność ich dokumentu pobytowego. Obywatele UE meldują się na tych samych zasadach co Polacy.
Dlaczego warto się zameldować, nawet gdy nikt nie sprawdza

Zameldowanie jest bezpłatne. Opłata skarbowa (17 PLN) pojawia się tylko wtedy, gdy chcesz otrzymać zaświadczenie o zameldowaniu na piśmie.
Gdzie i jak się zameldować
Miejsce: urząd gminy lub miasta właściwy dla adresu, pod którym mieszkasz. W Krakowie – Urząd Miasta Krakowa, Wydział Spraw Administracyjnych.
Online: jeśli masz Profil Zaufany, zameldujesz się przez portal gov.pl bez wychodzenia z domu. Haczyk: Profil Zaufany zwykle wymaga numeru PESEL, więc przy pierwszym meldunku i tak zwykle idziesz do urzędu.
Czas: zwykle od razu, przy okienku. To jedna z niewielu polskich procedur, która kończy się tego samego dnia.
Właściciel nie chce Cię zameldować. Co teraz?
To najczęstszy problem, z jakim się spotykamy. Właściciele obawiają się, że zameldowanie da lokatorowi prawa do mieszkania. Nie da.
Co możesz zrobić:
- Wyjaśnij podstawy. Zameldowanie to wpis administracyjny, nie prawo do lokalu. Wymeldowanie po zakończeniu najmu jest proste i szybkie
- Powołaj się na umowę najmu. Sama umowa jest tytułem prawnym do lokalu – urząd potrzebuje potwierdzenia właściciela, ale umowa jest dokumentem wyjściowym
- Zapisz to w umowie od początku. Klauzula o zgodzie na zameldowanie w nowej umowie oszczędza późniejszych dyskusji
- Rozważ wirtualne biuro tylko do celów firmowych. Uwaga: adres wirtualny służy działalności gospodarczej, nie zastępuje meldunku osoby fizycznej
Wymeldowanie – gdy się przeprowadzasz
Przy przeprowadzce nie musisz osobno się wymeldowywać. Zameldowanie pod nowym adresem automatycznie unieważnia poprzednie. Osobne wymeldowanie potrzebne jest tylko wtedy, gdy wyjeżdżasz z Polski na dłużej niż 6 miesięcy.

- Przekroczenie 30 dni. Termin liczy się od dnia wprowadzenia się, nie od podpisania umowy
- Brak właściciela lub jego podpisu. Urząd nie zamelduje Cię wyłącznie na podstawie umowy najmu bez potwierdzenia właściciela
- Meldunek na okres dłuższy niż ważność karty pobytu. Urząd tego nie przyjmie
- Mylenie zameldowania z adresem do korespondencji. To dwie różne rzeczy w polskich formularzach
Najczęściej zadawane pytania
Czy zameldowanie daje lokatorowi prawa do mieszkania? Nie. To wyłącznie wpis do rejestru mieszkańców. Nie wpływa na własność, najem ani możliwość wypowiedzenia umowy.

You've signed the lease, carried in the suitcases, and you think the paperwork is done. Not quite. There's still zameldowanie – registering your address with the municipal office. The good news: it's one of the simplest and fastest procedures in Poland. The bad news: landlords often turn it into a problem that doesn't exist.
What is zameldowanie?
Zameldowanie is a notification to the municipal office that you live at a specific address. It's an entry in the residents' register – nothing more. It grants no rights to the property and doesn't change the terms of your lease.
Worth repeating, because this is where most disputes with landlords start: registration doesn't give a tenant ownership, a right to extend the lease, or protection from termination. It's purely address information for the administration.
Two types of registration

Most foreigners register for temporary stay – and that's entirely sufficient.
Who must register, and by when?
The obligation applies to anyone staying in Poland for more than 30 days. Deadline: no later than the 30th day after moving into the address.
Non-EU nationals holding a residence card register for a period no longer than the validity of their residence document. EU citizens register on the same terms as Polish nationals.
Why it's worth doing even when nobody checks

Registration is free. The 17 PLN stamp duty applies only if you want a written certificate of registration.
Where and how to register
Where: the municipal office for the address where you live. In Kraków – City of Kraków Office, Administrative Affairs Department.
Online: if you have a Trusted Profile, you can register through gov.pl without leaving home. The catch: a Trusted Profile usually requires a PESEL number, so for your first registration you'll typically still visit the office.
How long: usually immediately, at the counter. It's one of the few Polish procedures that finishes the same day.
Your landlord won't register you. Now what?
This is the most common problem we see. Landlords worry that registration gives the tenant rights to the flat. It doesn't.
What you can do:
- Explain the basics. Registration is an administrative entry, not a property right. De-registering after the lease ends is quick and simple
- Point to the lease. The rental agreement itself is your legal title to the premises – the office needs the owner's confirmation, but the lease is the starting document
- Put it in the contract up front. A clause consenting to registration in a new lease saves the argument later
- Consider a virtual office for business purposes only. Note: a virtual address serves business activity and does not replace personal address registration
De-registering when you move
When you move house, you don't need to de-register separately. Registering at a new address automatically cancels the previous one. Separate de-registration is only needed if you're leaving Poland for more than 6 months.
Common mistakes
- Missing the 30-day deadline. The clock starts on the day you move in, not the day you sign the lease
- No owner present or no signature. The office won't register you on a lease alone without the owner's confirmation
- Registering for longer than your residence card is valid. The office won't accept it
- Confusing registration with a correspondence address. These are two different fields on Polish forms
Frequently asked questions
Does registration give a tenant rights to the property? No. It's purely an entry in the residents' register. It doesn't affect ownership, tenancy, or the ability to terminate a lease.
Can I be registered at two addresses? You can hold one permanent and one temporary registration at the same time. You can't have two of the same type.
What if I live in a hotel or student dorm? The facility's administration usually handles the registration obligation. Worth confirming at reception or with the dorm office.
